The Banded Pennant is a small, white dragonfly with a broad black basal hindwing patch and a powder-blue pruinose abdomen in males. It perches on the tips of plant stems and waves in the wind like a tiny pennant flag. It is found in coastal and inland wetlands primarily in the southern United States.
